are these 4 bolts that hold on the spare carrier are they just a self taper or inside the tailgate there is a nut?
i need to add a spacer so my carrier will stick out about 1/2" further to miss my number bumper or raise everything somehow

Those are the bolts for the carrier, They have riv-nuts in the tail gate but I wouldn't space them out because you won't have the flat support against the TG like you do now. Buy or make a spacer to go on the mount where the tire is now.

Remember the bigger the tire the heavier it is. They make a spacer to go on the studs that the tire mount to like Rick says, however that just pushes the weight of the tire out way from the gate further, creating more pressure on the gates sheet metal. Im sure a 33 wont kill it but just something to think about.

When I built my spacer/carrier for my YJ, it was postioned so the weight of the tire was resting on the top of the bumper. That way, the majority of the weight was taken off the tailgate and an added benefit was when you hit bumps, the tire wasn't bouncing around and bending the tailgate.
