BMW. They were on my BMW when I had it.
I believe PIAA or Hella makes some as well. If you do a search on "angel eyes" you should find something. IMO they be very glhard to adapt to a Jeep effectively. But I'd love to see somebody try.

friend of mine is going to try he wanted to mount a bar on the cross bars on my jeep and do it but i told him to mess up his own before mine

Here is what they looked like.

The challenge will be mounting them into a factory OEM-like housing. If going on a light bar, the housings would need to be different.
With an angel eye fog search, you can find fogs that would do it.

If you can find somebody that is good with fiberglass you could make it look really nice.
Here's a Hella kit. As long as it can be mounted in the Jeep's fog location, they SHOULD work...
This may be easier than I originally thought. I didn't know they had specific angel eye setups for fog lights. That would be easier than an angel eye solution for the OEM headlight housings I think, but that may be possible. Just use your Google-Foo powers and see what ya can find.
